Simon Tamfu Fai and Dorothy Atabong, Epouse Motaze have been appointed as the very first Public Independent Conciliators of the crisis-hit North West and South West regions of Cameroon respectively.
They were appointed by a Presidential decree signed Thursday June 10, following decree N° 2020/773 of 24 December 2020 to lay down the conditions for the discharge of duties of Public Independent Conciliators in the North West and South West regions of the country.
The newly appointed Public Independent Conciliator of the South West region, Dorothy Atabong Epouse Motaze is a 61-year-old retired Professor who hails from Menji in Lebialem Division, South West region of Cameroon.
She is the former Regional Delegate for Basic Education in the South West region.
On the other hand, the newly appointed Public Independent Conciliator of the North West region, Simon Tamfu Fai is a 66-year-old retired Engineer in Petroleum geology.
He hails from Taku, a locality in Nkambe, Donga Mantung Division in the North West region of Cameroon.
The former Director of Exploration at the National Hydrocarbons Corporation is a graduate of the University of Ibadan, Nigeria.
About the duties of the regional Public Independent Conciliator
The Public Independent Conciliator, PIC established in the Special status of the Anglophone regions has an independent regional authority.
According to section 367 sub section III of the General code of regional and local authorities, the PIC in the Anglophone regions shall be responsible for examining and settling disputes between users and regional and council administrations.
He/she has the duty to defend an protect rights and freedoms, with regards to the relationship between citizens and the region or the councils.
Conducting any investigation on the functioning of regional and council public services at the request of five parliamentarians or five regional Councillors is part of his/her duties.
Added to that, he/she is expected to design and implement measures to prevent and combat direct or indirect discrimination that may affect users of regional or councils services, ensuring that persons serving in the regional or council administration comply with their ethical obligation.
Appointed by Presidential decree, the PIC shall serve a six year non renewable term upon a concerted proposal of the representative of the State and the President of the regional executive council.
His/her duty shall be incompatible with the holding of a public office or employment or the exercise of any paid professional activity.
